The aid to buy an electric car will reach 6,000 euros
The Government approves the new MOVES Plan, with 45 million euros, to encourage the acquisition of alternative models and install recharging points
There will be public money to support the purchase of electric cars. The Council of Ministers yesterday gave the green light to the Program of Incentives for Efficient and Sustainable Mobility (MOVES), with which the Ministry of Ecological Transition will finance the acquisition of alternative vehicles to combustion vehicles. The plugins will be the great beneficiaries by applying a discount of up to 6,000 euros: 5,000 euros would be provided by the State, plus another 1,000 euros for each brand .
The department led by Teresa Ribera economically shapes its commitment to sustainable mobility, as announced in recent weeks. The MOVES is endowed with 45 million eurosdestined not only to boost the purchase of electric cars, but also to the recharging facilities that these models require, as well as to the implementation of electric bicycle loan systems and other measures to promote transport plans in workplaces .
The amounts of the aid of the purchase range from 700 euros for alternative motorcycles to 15,000 for trucks and buses with different propulsion to combustion, passing through the 5,000 euros of passenger cars. If a brand does not adhere to the program with its financial contribution of 1,000 euros in vehicles , it can not apply public aid. Thus, for a mid-range electric car whose price exceeds 30,000 euros, the total discount would be around 20%.
These amounts are much higher than those established so far in the two previous plans - called Plan Movea and Movalt - aimed at electric cars. The official discount amounted to 500 euros for vehicles that were joined by another 1,000 dealers. These plans had items of between 15 and 20 million euros.
Several weeks of waiting
One of the characteristics of the new plan is that, in the case of passenger cars, aid for gas vehicles is excluded. Thus, the incentives are limited to those who use this technology as long as they are trucks and vans. The Ministry of Ecological Transition has restricted this help conscious that this type of vehicle is not implanted, not even minimally the possibility of using electricity for its operation.
The plan, included in a Royal Decree - without any legal status - will not need the approval of the Congress of Deputies, whose activity will dissolve on March 5 for the April general elections. Although there will still be a few more months until it starts up. Because MOVES grants will be managed directly by the autonomous communities, among which the State will distribute the funds. To determine these amounts by territories, a Sectoral Energy Conference is planned, the coordination body between the Central Administration and the regions, which will take place "in the coming weeks," official sources point out. After that, the deadline to request assistance when buying the car will be opened.
The MOVES is the denomination of some plans developed by the last governments in the matter of mobility promotion. The PIVE, which had eight consecutive editions from 2012 to 2017, was a program of aid to prevent the economic crisis from continuing to wreak havoc in the automotive sector. The two subsequent plans were aimed at alternative cars. Their funds have been exhausted in just 24 hours since the start of the applications was opened.
However, from the management of dealers (Faconauto) consider that this plan "leaves aside the main problem of mobility that Spain has, which is the aging of the park." The organization warns that the budget allocated is again "insufficient" . And they bet "as an urgent measure" for a plan to scrap the oldest cars. Poqrue, according to his calculations, the average age of the park stood last year in 12.5 years and 31.7% of the vehicles that circulate on the roads are more than 15 years old.
As for the electric recharging points of vehicles (public and private) and the electric bicycle loan systems, the aids will be 30% or 40% of the cost, with a limit of up to 100,000 euros. Energy companies such as Iberdrola such as Endesa, for example, have recently presented plans for the implementation of this type of facility in the coming years throughout Spain.
In addition, MOVES sets a limit of 200,000 euros of aid per beneficiary for the implementation of Transport Plans to the Work Centers with 50% of the subsidized cost.
